About the Role

PADCOM Design & Construction Management Services is seeking an experienced Safety Specialist to support the Los Angeles Unified School District’s Facilities Construction Program. This position plays a vital role in maintaining the highest standards of safety and compliance across multiple construction sites.

The Safety Specialist is responsible for conducting site safety audits, overseeing compliance programs, and ensuring that all field operations meet regulatory and contractual safety standards. This role requires strong leadership, field expertise, and the ability to work collaboratively with contractors, project teams, and LAUSD management.


Key Responsibilities

  • Conduct construction site safety audits to identify potential hazards and recommend corrective actions.

  • Monitor and enforce safety policies, procedures, and standards across active construction projects.

  • Investigate complaints, incidents, and on-site accidents; determine root causes and develop mitigation plans.

  • Perform testing for noise, ventilation, and gas exposure to evaluate site conditions and recommend corrective measures.

  • Conduct safety training for project managers and field staff on standard reporting procedures and safe work practices.

  • Collect and analyze injury, claim, and safety survey data to prepare technical reports and presentations for management.

  • Coordinate safety activities and attend pre-bid and post-award contract meetings as part of the Owner Controlled Insurance Program (OCIP) team.

  • Review contractors’ Injury and Illness Prevention Programs (IIPPs) to ensure accuracy and compliance with safety standards.

  • Train and oversee junior safety staff and review reports for completeness and accuracy.

  • Perform additional duties as required to support LAUSD’s project safety objectives.


Minimum Qualifications

Education

  • Bachelor’s degree in Industrial or Environmental Engineering, Occupational Safety, Industrial Hygiene, or a closely related field.
    OR

  • Professional Safety Certification from a recognized institution.
    OR

  • Two years of college education plus a Professional Safety Certification and an additional two years of full-time professional experience in construction safety management.

Experience

  • Minimum 10 years of full-time paid professional experience in construction safety management, including the development and implementation of accident prevention programs for large public or private organizations.

Preferred Training and Certifications

  • Completion of OSHA 500 and 40-hour HAZWOPER courses.

  • Professional credentials such as:

    • Certified Safety Professional (CSP) – Board of Certified Safety Professionals (BCSP)

    • Licensed Safety Professional (LSP) – National Association of Safety Professionals (NASP)

    • Certified Safety Manager (CSM) – NASP

    • Certified Industrial Hygienist (CIH) – American Board of Industrial Hygiene (ABIH)


Skills & Knowledge

  • Deep understanding of OSHA, Cal/OSHA, and other applicable safety regulations.

  • Strong analytical skills to assess site hazards and recommend effective solutions.

  • Proven ability to lead safety programs and foster a culture of compliance and accountability.

  • Excellent communication, documentation, and training skills.

  • Proficiency in Microsoft Office Suite and safety tracking systems.

  • Professional, detail-oriented, and able to manage multiple priorities across several sites.


Salary & Benefits

  • Salary Range: $120,000 – $123,000 annually, based on experience and qualifications.

  • Schedule: Full-Time, Monday–Friday; flexibility required for night or weekend site visits.
