About the Role
PADCOM Design & Construction Management Services is seeking experienced OAR II (Owner’s Authorized Representative II) professionals to support LAUSD’s Facilities Services Division.
This role is responsible for managing and coordinating all phases of assigned construction projects, from pre-construction through close-out. The OAR II serves as the District’s on-site representative, ensuring projects are delivered on schedule, within budget, and in compliance with District standards and regulatory requirements.
Key Responsibilities

Manage, oversee, and coordinate all phases of assigned projects including pre-construction, bid/award, construction, and close-out.

Review pre-construction documents and provide comments to design teams.

Prepare and present project status and progress reports to management.

Coordinate with public agencies and District staff to ensure compliance with off-site work requirements.

Manage project budgets and schedules; monitor monthly expenditures and progress.

Oversee contractor activities, review schedules, and coordinate responses to Requests for Clarifications (RFCs).

Review contractor submittals and substitutions for compliance with specifications and District standards.

Review and negotiate contractor change order proposals to achieve fair and reasonable pricing.

Monitor and process payments for contractors, architects, engineers, and consultants.

Administer Professional Service Agreements between architects and the District.

Coordinate delivery of District-provided furniture, fixtures, and equipment (FF&E).

Manage project close-out activities including DSA certification and financial close-out.

Perform other duties as assigned to support project delivery.
Minimum Qualifications
Education
Candidates may meet the education requirement through one of the following:
-
Bachelor’s degree in Architecture, Engineering, or Construction Management
OR -
Bachelor’s degree in any field with ability to obtain a Certified Construction Manager (CCM) credential within one year
OR -
More than 20 years of construction/project management experience with requirement to obtain CCM within one year
OR -
Possession of a valid Certified Construction Manager (CCM) credential
Experience
-
Minimum 15 years of full-time professional experience in construction and/or project management
-
At least 5 years of experience managing complex projects with construction values exceeding $20 million
-
Experience on public or educational facility projects preferred
Preferred Qualifications
-
Design-Build delivery experience
-
Experience with Building Information Modeling (BIM)
-
Experience with LEED or CHPS-certified projects
-
Familiarity with Division of the State Architect (DSA) processes

Knowledge of OSHA safety regulations (OSHA 30 preferred)

Licensed Architect or Professional Engineer
-
Certified Construction Manager (CCM) credential
