About the Role

PADCOM Design & Construction Management Services is seeking a Project Manager II – TDIP Assistant Project Manager to support capital improvement projects within LAWA’s Terminal Development Improvement Program.

This role is responsible for managing scope, schedule, cost, and operational interfaces across assigned projects. The position plays a key role in coordinating design and construction activities, supporting procurement, and ensuring projects are delivered on time, within budget, and in compliance with LAWA standards in an active airport environment.


Key Responsibilities

  • Serve as liaison and owner’s representative for assigned projects.
  • Manage project scope development and ensure alignment with program objectives.
  • Support development of RFPs and oversee procurement of designers and contractors.
  • Plan, direct, and manage technical, administrative, and fiscal aspects of projects.
  • Coordinate with stakeholders to develop budgets, schedules, and execution strategies.
  • Manage design and construction processes including RFIs, submittals, and design reviews.
  • Oversee Design Review Team (DRT) processes through all phases of design.
  • Monitor permitting activities and ensure compliance with regulatory requirements.
  • Identify and resolve design, constructability, and operational challenges.
  • Conduct field investigations to support project decision-making.
  • Ensure construction activities follow approved plans, specifications, and contract requirements.
  • Coordinate construction planning, milestones, and phasing with project teams.
  • Review change orders for compliance and fair market value.
  • Monitor QA/QC processes and enforce project standards.
  • Review contractor payment applications and verify completed work.
  • Prepare progress reports and risk reports for leadership.
  • Manage project closeout processes and ensure documentation completion.
  • Promote strong safety culture and compliance across all project phases.

Minimum Qualifications

Education

  • Bachelor’s degree in Architecture, Engineering, Construction Management, Planning, or related field
  • Master’s degree preferred

Experience

  • Minimum 10 years of professional experience in construction or project management
  • Experience on projects exceeding $50 million
  • Experience working in active or operational environments
  • Experience with delivery methods including Design-Bid-Build, CMAR, and Design-Build
  • Proven ability to perform in a management capacity

Preferred Qualifications

  • Experience on airport or aviation infrastructure projects
  • Experience with CAD or Revit
  • Professional certifications such as PMP, PE, LEED, AICP, or AAAE

Skills & Knowledge

  • Strong understanding of construction and design management processes
  • Knowledge of full project lifecycle from design through construction and closeout
  • Strong leadership and stakeholder coordination skills
  • Ability to manage scope, schedule, and budget constraints
  • Excellent written and verbal communication skills
  • Strong problem-solving and decision-making abilities
  • Proficiency in Microsoft Office Suite and Bluebeam

Work Conditions & Requirements

  • Onsite position at LAX (not remote)
  • Full-time Monday–Friday schedule
  • May require extended hours or weekend work as needed
  • Consultant must provide company laptop and cell phone
  • LAWA will provide desktop or laptop for system access
  • Transportation to and from project site is employee responsibility
