About the Role

PADCOM Design & Construction Management Services is seeking an Engineer II – Sr. Planner/Analyst (Airside/Terminal) to support LAWA’s Operational Planning Section. This role analyzes airport operations, identifies inefficiencies, and recommends improvements affecting airside and terminal functions.

The position serves as a technical resource supporting operational business units through data analysis, simulation modeling, and operational planning studies to improve airport efficiency, capacity, and performance.


Key Responsibilities

  • Coordinate with operational business units to document inefficiencies and recommend operational improvements.

  • Collect and analyze aviation operational data including flight schedules, airfield monitoring, passenger processing, baggage handling, and space utilization.

  • Develop seasonal gate schedules and baseline counter/gate allocation plans for common-use facilities.

  • Prepare and lead studies focused on operational efficiency, capacity improvement, and delay reduction.

  • Analyze impacts of construction, policy, safety, and operational changes on airport operations.

  • Perform simulation modeling and queueing analysis of passenger and aircraft operations.

  • Review modeling methodologies, assumptions, and analysis produced by other entities.

  • Conduct field observations to gather operational performance data.

  • Review conceptual layouts, stacking plans, and facility massing for functional performance.

  • Provide layout improvement recommendations and develop preliminary sketches for analysis.

  • Coordinate with operations, maintenance, commercial stakeholders, and airport management.

  • Prepare reports and presentations for leadership and stakeholders.


Minimum Qualifications

Education

  • Degree in Industrial Engineering, Civil Engineering, Transportation Planning, Urban Planning, Architecture, Aviation, Business, Operations Research, or related technical field.

Experience

  • 5–12 years of experience in airport planning, operations analysis, simulation, or data analytics.


Skills & Knowledge

  • Proficiency with Microsoft Office and Microsoft 365 products.

  • Experience with gate/stand allocation tools.

  • Experience with simulation software such as Simio or similar flow modeling tools.

  • Preferred experience with statistical tools (Python, R, SAS).

  • Preferred experience with analytics platforms (Excel advanced analytics, PowerBI, Tableau, GIS).

  • Preferred experience with AutoCAD, Revit, BIM, or GIS applications.


Work Conditions & Requirements

  • May assume additional duties as required.

  • May be required to work beyond regular shift hours.

  • May be required to work varying shifts depending on operational needs.
