About the Role
PADCOM Design & Construction Management Services is seeking a Project Coordinator II – Labor Compliance Analyst to support the Los Angeles Community College District’s Labor Compliance Program. This role is responsible for monitoring, reviewing, and enforcing labor compliance requirements across District construction projects in accordance with LACCD policies, DIR standards, and applicable state and federal labor laws.
The position plays a critical role in ensuring contractors and subcontractors comply with prevailing wage requirements, certified payroll reporting, and labor standards throughout all phases of construction.
Key Responsibilities

Identify applicability of state and federal prevailing wage requirements and provide prevailing wage rates for inclusion in solicitation documents.

Present labor compliance requirements at pre-bid and pre-construction meetings.

Respond to labor compliance questions and issues raised by contractors and construction workers.

Facilitate proper reporting of prevailing wages, fringe benefits, apprentice utilization, and resolution of wage violations.

Collect, review, and verify weekly Certified Payroll Records (CPRs) and supporting documentation.

Communicate with contractors to resolve discrepancies or deficiencies in payroll submissions.

Conduct investigations related to contractor violations identified through payroll reviews, site visits, or worker complaints.

Review contractor documentation and determine appropriate withholding amounts for unresolved compliance issues.

Prepare withholding notices and participate in settlement meetings or hearings as required.

Maintain complete and accurate labor compliance files in electronic and hardcopy formats.

Respond to requests for payroll and labor compliance records.

Track updates to labor compliance regulations and assist with implementing procedural updates.

Support development of labor compliance policies, procedures, templates, and manuals.

Conduct site visits, job walks, worker interviews, and field observations across District campuses.

Attend project meetings including pre-bid, pre-construction, and progress meetings.

Prepare monthly reports documenting labor compliance activities.

Perform other duties as assigned.
Minimum Qualifications
Education
-
Bachelor’s degree from an accredited college or university.
-
Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.
Experience
-
Minimum 2 years of experience in public works construction.

Strong understanding of construction practices and state and federal labor laws.

Ability to interpret and apply labor law regulations in accordance with DIR and District standards.
Skills & Knowledge

Strong written and verbal communication skills.

High level of professionalism and discretion when handling sensitive or confidential information.

Ability to work effectively in a fast-paced environment.

Proficiency in Microsoft Office, including Excel and Word.

Ability to travel to multiple job sites; valid California driver’s license required.
Preferred Qualifications
-
Experience in Labor Compliance and use of LCPtracker.
-
Bilingual in Spanish.

Salary Range: Competitive, commensurate with experience and qualifications.

Schedule: Full-Time; current District policy includes four days onsite and one remote day per week (subject to change).
