About the Role

PADCOM Design & Construction Management Services is seeking an experienced Project Manager II – Technology to support the Los Angeles Community College District’s capital construction program. This role serves as a technical program manager responsible for delivering large-scale, mission-critical technology projects that integrate IT, facilities, and construction disciplines.

The position oversees network infrastructure, audiovisual systems, and physical security systems across multiple campuses, ensuring projects are delivered on time, within budget, and in compliance with District IT governance and construction standards.


Key Responsibilities

  • Manage 9–14 concurrent technology projects, with individual project values up to $75 million.

  • Oversee delivery of data infrastructure, audiovisual systems, access control, and surveillance systems.

  • Lead cross-functional teams including architects, engineers, College Project Teams, District IT staff, and systems integrators.

  • Coordinate design meetings to validate integration between IT systems and facilities infrastructure.

  • Review and validate Division 27 and 28 designs for compliance with District standards.

  • Oversee implementation of physical security systems (e.g., Lenel, Milestone, Axis).

  • Manage audiovisual system deployments across classrooms, lecture halls, auditoriums, and athletic facilities, ensuring ADA compliance and long-term usability.

  • Conduct technical reviews of shop drawings, RFIs, and submittals for accuracy and constructability.

  • Manage project risks and develop mitigation strategies in coordination with cost estimators and construction managers.

  • Oversee commissioning, training, turnover, and closeout documentation; recommend process improvements.

  • Maintain detailed project documentation and provide regular status reports to PMO leadership.


Minimum Qualifications

Education & Experience

  • Minimum 7 years of experience managing large-scale IT and low-voltage construction projects.

  • At least 3 years of experience in higher education or public-sector environments.

  • Proven experience managing consultants, engineers, and integrators under Design-Bid-Build and Design-Build delivery models.

  • Demonstrated experience delivering audiovisual and physical security infrastructure projects from design through commissioning.

Technical Knowledge

  • Strong working knowledge of Division 27 and Division 28 specifications.

  • Experience with network, audiovisual, and physical security system scoping, budgeting, and procurement.

  • Proficiency with BIM/Revit, Bluebeam, and construction coordination tools.

  • Experience coordinating with contractors, integrators, and end users during live construction environments.


Preferred Qualifications

  • Project Management certification (PMP or equivalent).

  • Registered Communications Distribution Designer (RCDD) certification.

  • CTS, CCIE, or ASIS certifications.

  • Experience with Design-Build project delivery.

  • Experience working on California Community College facilities.

  • Familiarity with public-sector bidding and contracting processes.

  • Experience deploying cloud-based facilities and IT systems.

  • Knowledge of TIA/EIA industry standards.

  • Experience integrating audiovisual, electronic security, and high-speed data networks.

  • Experience deploying air-blown fiber solutions.

  • Experience with network infrastructure platforms such as Cisco and Aruba.
