About the Role

PADCOM Design & Construction Management Services is seeking an experienced Contract Administrator IV – IT Purchasing Specialist to support the Los Angeles Community College District’s Bond Program. Working under the Director of Contracts, this role is responsible for planning, administering, and overseeing IT procurement activities in compliance with District policies and California public contracting requirements.

The position plays a critical role in supporting IT purchasing strategy, contract administration, and coordination across multiple stakeholders to ensure timely, compliant, and cost-effective procurement solutions.


Key Responsibilities

  • Plan and manage a wide range of IT purchasing needs in support of the Bond Program.

  • Provide strategic recommendations for IT procurement solutions and best practices.

  • Coordinate and communicate effectively with internal stakeholders, vendors, and partner agencies.

  • Ensure full compliance with applicable legal requirements, California Public Contract Codes, and LACCD policies and procedures.

  • Administer the full procurement lifecycle, from preparing solicitation documents through contract execution, including Board of Trustees actions when required.

  • Support project management staff with quote solicitation, contract compliance reviews, approval processes, and issuance of purchase orders.

  • Monitor IT purchasing contracts, purchase orders, and solicitations; track and report on procurement status.

  • Utilize District and program systems including SAP (ERP), Proliance / Trimble Unity Construct (PMIS), and other internal databases.

  • Coordinate with cooperative purchasing organizations such as the Foundation for California Community Colleges (FCCC), Department of General Services (DGS), and other public agencies to maximize use of available contracts.

  • Perform additional duties as assigned by the Director of Contracts.


Minimum Qualifications

Education

  • Bachelor’s degree from an accredited college or university.

  • Four (4) additional years of relevant experience may be substituted for the degree requirement.

Experience

  • Minimum 7 years of relevant professional experience in procurement, contract administration, or IT purchasing.

  • Experience with procurement subject to California Public Contract Codes.

  • Familiarity with software licensing models, including SaaS, subscription-based, and perpetual licenses.


Skills & Knowledge

  • Proficiency in Microsoft Excel, Word, Access, SAP, and Adobe Acrobat.

  • Strong understanding of public-sector procurement processes.

  • Ability to exercise sound judgment, set priorities, and manage competing demands.

  • Excellent written and verbal communication skills.

  • Ability to work effectively in a fast-paced environment with multiple deadlines.

  • Demonstrated professionalism, integrity, reliability, and positive work ethic.


Preferred Qualifications

  • Experience using electronic bidding platforms, particularly PlanetBids.

  • Certificate related to Public Purchasing or Contract Management.

  • Knowledge of California Higher Education Codes and California Community College Codes.

  • Experience supporting procurement or implementation of enterprise ERP systems such as SAP, Oracle, or Workday within a large public agency environment.


Salary & Benefits

  • Salary Range: Competitive, commensurate with experience and qualifications.

  • Schedule: Full-Time, Monday–Friday; additional hours may be required based on program needs.
