About the Role

PADCOM Design & Construction Management Services is seeking an experienced Construction Manager V to serve as the Terminal 5 Senior Construction Manager – Concourse for the Terminal 5 Renovation and Reconstruction Program at Los Angeles International Airport.

This role reports to the Terminal 5 Senior Project Manager and the Terminal 5 Interface Manager and is responsible for managing and coordinating all construction activities performed by the Design/Builder. The position provides senior leadership for safety, security, quality, schedule, budget, and stakeholder coordination within a live airport environment.

In addition to leading concourse construction activities, the Construction Manager V plays a critical role in managing and resolving interfaces between the concourse, headhouse, and site/civil scopes, ensuring alignment across contractors, designers, utilities, and LAWA stakeholders.


Key Responsibilities

  • Manage and monitor all on-site construction activities associated with the Terminal 5 concourse scope.

  • Serve as senior liaison between the Design/Builder, LAWA, operations, utilities, and project stakeholders.

  • Ensure construction operations comply with approved work plans, Area Shutdown Requests (ASRs), and notification requirements.

  • Maintain comprehensive knowledge of contractual obligations, plans, specifications, approved changes, RFIs, and submittals.

  • Lead planning of construction activities, identify critical milestones, and establish project priorities.

  • Monitor budgets, staffing levels, manpower, materials, and equipment to ensure schedule and cost objectives are achieved.

  • Proactively identify risks and implement mitigation strategies to maintain schedule certainty and budget delivery.

  • Enforce safe construction practices and required quality standards while fostering a strong health, safety, and environmental culture.

  • Review contractor potential change order claims for merit and negotiate final resolution.

  • Coordinate and resolve technical, operational, schedule, and logistical interfaces across multiple project scopes.

  • Participate in coordination meetings with Design/Builder teams, trade partners, LAWA Operations, utilities, and stakeholders.

  • Prepare and present periodic construction progress reports to senior leadership and clients.

  • Ensure compliance with all project policies, procedures, and labor agreements.

  • Support testing, commissioning, turnover planning, and operational readiness activities.

  • Perform additional duties as required to support overall program objectives.


Minimum Qualifications

Education

  • Bachelor’s degree in Architecture, Aviation, Business, Engineering, Construction Management, Planning, or a related technical field.

  • Master’s degree preferred.

Experience

  • Minimum 20 years of professional construction management experience, preferably on airport projects.

  • Experience managing projects valued at $100 million or more.

  • Demonstrated experience working in active or operating environments.

  • Experience with multiple delivery methods including Design-Bid-Build, CMAR, and Design-Build.

  • Proven ability to perform in a senior management and leadership capacity.

Certifications (Preferred)

  • AAAE

  • LEED

  • PE

  • PMP

  • AICP

  • Other relevant professional licenses or certifications


Skills & Knowledge

  • Extensive knowledge of construction contracting practices and methodologies.

  • Thorough understanding of the full construction lifecycle from pre-construction through close-out.

  • Strong leadership, coordination, and stakeholder management skills.

  • Excellent written and verbal communication skills.

  • Proficiency with Microsoft Office Suite and Bluebeam.

  • Familiarity with PMWeb or similar project management information systems.


Work Conditions & Requirements

  • This is not a work-from-home position.

  • Full-time, onsite role at LAX.

  • May require work beyond regular hours or on weekends; this is considered part of the salaried position.

  • LAWA will provide a desktop computer; consultant must provide a company laptop capable of VPN access.

  • Consultant-provided cell phone required.

  • Transportation to and from the LAX worksite is the responsibility of the employee.
